What’s in store for 2021?

We asked our team and industry patrons for their opinions.

It’s wishful thinking to believe 2021 will see a return to normality. The fight against Covid-19 will continue as the No.1 priority, but the impact of Brexit – with or without a deal – will follow closely behind. As vaccines continue to roll out, there might be light at the end of the tunnel. In reality, once the Budget is out of the way, the Government faces challenging local elections with an impending political crisis unfolding in Scotland as the Nationalists push for a second referendum. All of this through a backdrop of rising unemployment. In short, no Prime Minister has faced so many challenges at once since the Second World War. A supportive team, with senior ministers, officials and advisers in control of their own briefs and who can command loyalty from others, partnered with clear and concise messaging from the PM himself will get them through it and it’s up to all of us to do what we can to help. This battle has only just begun.

With a new president in the US the idea of ‘build back better‘ is going to be the mantra of many governments across the globe. In the UK, it is already the mantra of the current administration. Turning up with ideas to help that effort will be the starting point for 2021. Covid-19 has also exposed a four-speed UK. Navigating another constitutional debate in Scotland will be of key importance when the starting gun gets fired on the Holyrood poll in the new year.

Problems always bring opportunities, and public affairs professionals are the ultimate problem solvers.  

The big challenge on the political horizon was supposed to have been Brexit. But even this historic issue has been eclipsed by the devastating effects of the coronavirus pandemic. Even as the UK leaves the EU there will be British firms who need help to do business on the continent and EU firms who need help to do business over here. As for the pandemic, it has fundamentally reshaped British government and the British economy, and businesses will need help in seizing the opportunities and avoiding any fall-out.

Many MPs have utilised the benefit of digital during the pandemic and over the two lockdowns. From hosting Facebook Live Q&A sessions with constituents to spotlighting local businesses who continued to safely trade and diversified their services to help their communities, MPs’ social media channels have taken on a new meaning and purpose to provide coronavirus updates, and keep constituents informed of their work and ways they can help during these times.  

It’s been interesting to see the individual brands of different MPs emerge on Twitter, Facebook and Instagram, and the different types of content that are being produced. One series to highlight is Andrea Leadsom’s ‘ParliFacts’ videos.  

There has been much debate about the use of digital in Parliament and the ‘hybrid’ model that was introduced by the House to enable participation in-person and remotely by Members. Expect this debate to continue into the new year.

Covid-19 has reshaped ways of working for most people and the offices of Members of Parliament are no exemption. Teams are now working remotely – or at least semi-remotely – and are likely to continue doing so throughout 2021, meaning direct contacts will always be far more efficient. In short, brush-up on who you know. Brexit, Covid-19 and the economy are all issues that swamp Members’ inboxes daily and they’re not going away any time soon; to communicate with MPs in 2021 must be to practice the art of brevity

Although the UK recruitment market has experienced a 50% drop since the start of the pandemic, there continues to be a demand for communications and advocacy skill sets. As organisations navigate Covid-19 and the economic turmoil, C-suite leaders increasingly rely on their communicators for wise counsel and action – as Churchill once said, “the difference between management and leadership is communication.” A national vaccination programme will be a boost for the market, giving the confidence for leaders and managers to re-invest in new talent for the recovery. Some of the temporary shifts in how the office-based work is delivered will become permanent, a new ‘hybrid’ model of home and office working will doubtless emerge, though it can only be long-term if it is sustainable. As responsibility for regulation moves from the EU to the UK, we are experiencing an increased demand for policy and regulatory expertise. Whether actively looking or open to opportunities, I encourage you to put your best digital foot forward and brush-up your LinkedIn profiles in readiness for what’s ahead.

It has been a tough eight months in the recruitment market. What was supposed to be an exciting year of new growth hires to prepare business for Brexit has, instead, seen thousands of redundancies – remember “full employment”? – and share prices plummet (unless you work in food delivery or online shopping). The number of opportunities out there have fluctuated since March 23, from complete shutdown to small merry-go-rounds in certain sectors. 

However, there is certainly reason to be positive. The message from our clients and others is clear: communications, advocacy and public affairs are as important as they’ve ever been, and the value placed on them will only increase as we look to recover from the pandemic, re-write our legislative and regulatory frameworks and repair the economy. Associations, businesses and NFPs need to have their voices heard, and who better to deliver that for them than, well, Tories (and others) in Comms.

Time to double-down on digital infrastructure

“In these exceptional times, the most precious commodity is confidence. Government has a golden opportunity with the National Infrastructure Strategy to set out an ambitious but deliverable plan for the nation’s economic infrastructure.”  

James Heath, National Infrastructure Commission CEO, commenting earlier this month is right. The coronavirus pandemic has not only presented the Government with a “golden opportunity” to deliver on its ambitious commitment to delivering gigabit-capable broadband across the country by 2025 and 5G by 2027, but it has brought the unprecedented need to deliver on it.  

By focusing on these core manifesto promises, the Government would do well to use the National Infrastructure Strategy later this autumn to double-down on its efforts to deliver the urgent digital infrastructure improvements needed across the UK. This renewed effort would play an instrumental role in supporting the economic recovery of the UK, and for the worst affected regions such as the North, Yorkshire and the Midlands.   

Covid-19 and the accelerated demand for “levelling-up”  

Even before the pandemic and the shift to working-from-home, improving digital connectivity in the North and the Midlands was crucial to the Government’s chances of “levelling-up” the country. 

There is a host of evidence – not least in the articles published by Digital Tories – which shows the direct benefits that would be felt by regions across the UK from the delivery of improved digital connectivity. Enhanced levels of productivity, greater economic activity and more employment opportunities are just three. 

Furthermore, enhanced digital connectivity delivers wider socio-economic benefits too, such as the opportunity for remote healthcare services, real-time data sharing and a greater scope for the use of artificial intelligence. However, for some parts of the country, simply getting decent broadband coverage was a challenge throughout the lockdown.  

Several ‘Blue Collar Conservative’ MPs have called on the Government to scrap its plans for HS2 (considering the pandemic) and have made the case that in order to truly deliver on the levelling-up agenda, delivering high speed broadband should take precedence.  

Figures from the New Economics Foundation show that 40 percent of HS2’s benefits would flow to workers commuting to London, with only 18-10 percent going to workers in the North and the Midlands. The Government should consider re-prioritising the money, energy and attention from projects like HS2 and spend it on speeding up the delivery of digital infrastructure.  

Supporting economic recovery 

Delivering on its ambitious targets for the rollout of 5G and gigabit-capable broadband would be a great way for the Government to support the UK’s economic recovery; delivering economic output, capital investment and greater job opportunities are some of the benefits that would be materialised across the whole country.   

A recent report published by the Centre for Policy Studies found that a faster rollout of 5G infrastructure “would help deliver a quicker and stronger economic recovery for the UK.” The report supports the argument that the delivery of 5G across the country would significantly help the UK’s economic recovery, by generating £34.1bn in economic output if the Government meets its ambitious target of doing so by 2027. This is more pronounced in the long-term, whereby the access to digital services and reliable connectivity – that has been essential to the country’s response to Covid-19 – will be integral to the resilience, economic security and productivity of our four regions.  

Jobs, Jobs, Jobs; the characteristics of large digital infrastructure projects – such as their long-term nature, their complexity and often their interdependence – means the rollout of 5G and of gigabit-capable broadband offer significant opportunities for job creation in the face of record unemployment. A report by WPI Economics estimates that the rollout of 5G will create over 600,000 jobs in the UK by 2030, with potentially even greater productivity benefits being materialised in the most deprived parts of the United Kingdom.  

The challenges facing the country are epic in scale; the Government’s interventions and policy measures to support the economy have been historic in nature. It is therefore reasonable to call for an unprecedented and unwavering focus on digital infrastructure delivery. While there is a myriad of technical, regulatory and political reasons behind the delays to the rollout of 5G and gigabit-capable broadband, the coronavirus pandemic should not, and cannot be one of them.

Patience: a virtue the Tories are yet to find

The suggestion that 2021 should mark the end of the road for Boris Johnson’s premiership has been gaining oxygen in Tory circles. Some claim that the Prime Minister has lost his way, “run out of steam” and even been fundamentally changed by his near-death experience. While the pandemic has undoubtedly steered him along a different path to the one both he and the Party could ever have expected in December 2019, any attempt to change the Leader next year would be a short-sighted move. Such an act would not only be the most futile use of the Party’s political capital, but an embarrassment to Conservative voters – old and new – across the country. Tories must find patience.

The bigger picture

Firstly, we must look at the bigger picture. The nation is exhausted; exhausted by months of facing the endless threat of a deadly virus and all the subsequent safety restrictions, cancelled holidays, missed family gatherings and the normality of life.

As things stand, more than half a million young people in the UK are now unemployed. The economy is experiencing its deepest ever recession. Economic forecasts for 2021 look even gloomier, with the Bank of England expecting rates of unemployment to rise to 8.2 per cent and predicting it will take over two years for the country’s finances to get anywhere near their pre-Covid levels.

Clearly, there are bigger issues facing the country than inane discussions over party leadership. We should certainly expect the electorate to be unforgiving of any such party who squandered a second of its time in government, especially right now and on such a self-indulgent exercise as this.

Levelling-up agenda

Secondly, the Party must not forget why the Tories were returned to power in 2019 for a fourth successive time, with their largest majority since 1987. The PM’s promise of defeating Jeremy Corbyn, “getting Brexit done” and levelling-up the country was one that not only Conservative voters found compelling, but one that many never-before Tory voters believed in, and, indeed, placed their trust in.

These formerly “red-wall” seats across the north and Midlands were attracted to his ambitious levelling-up agenda, including his promise of delivering UK-wide gigabit-capable broadband by 2025, improving transport connectivity across the country and delivering jobs, opportunities and better infrastructure in these regions too often left-behind.

Levelling-up the country is a long-term ambition for the country and the Party must give him the time to deliver on this. If successful, the Conservatives could cement this broader voter base for decades to come, locking the Labour Party out of government indefinitely. Alternatively, a change in party leadership now, without having delivered on these existing promises, would be — and I use this word reluctantly — a betrayal of the trust placed in them by voters at the 2019 election. The Party must let him finish what he has started.

Beyond the bubble

Finally, the Westminster bubble has been and is guilty of overlooking the PM’s much broader appeal. The “bumbling buffoon” act that so many dismissed Johnson for at every opportunity over the last four years is precisely why he appeals to the great British public. He is quite different.

Some argue that recent polling shows support among the public for the PM is waning and therefore the Party should begin to look for his replacement. However, the Conservatives remain head to head with Labour in the polls, and any effort to change the party leadership in 2021 would only further hinder their ability to deliver on its promises, paving the way for an increasingly popular Sir Keir.

A change of party leadership in 2021 would be an extremely short-sighted move. There’s no question that Boris Johnson has not had the start to his premiership that he, nor anyone for that matter, would have expected nor wanted. However, if we should learn anything from the events of the last four years, it is that four years is a very long time in politics. The electorate has placed its trust once again in the Conservatives to deliver real change across the UK. The Conservative Party owes it to the country to be patient with the Prime Minister, forget any self-indulgent leadership contest and give him the time to deliver.

CiC-Start Mentoring Scheme 2020

Data from the CiC Census 2020 indicated that two thirds of respondents are interested in being mentored by a fellow supporter while three quarters are interested in becoming a mentor. In addition, our 12-point plan to support female conservatives in communications includes a commitment to launching a mentoring programme.

With that in mind, we are proud to launch the CiC-Start Mentoring Scheme 2020/21 – to offer mentoring opportunities for our growing base, especially our younger supporters. This is your chance to either learn from the best that the industry has to offer or to share your best practices.

Details

The scheme is open to all registered supporters of Tories in Comms – in PR, public affairs, policy-making, marketing, events, publishing, journalism and advertising – and, where possible, we will endeavour to match mentors and mentees from the same or similar sub-set.

The programme will run on a six-month rotational basis for 40 supporters beginning September 2020 through to February 2021. We will match 20 professionals seeking to get ahead in their careers with 20 others who can listen and offer their counsel. And we encourage pairs to maintain those relationships after the period ends.

Each relationship will be personal and defined by the two individuals involved, however we are asking all participants to commit to one initial hour-long introductory meeting (call, video or in-person) to get to know each other. After that, we recommend a minimum of one engagement each month throughout the scheme. We will then seek your feedback.

If successful, we will review the parameters for the overall programme i.e. expand or limit the scope and invite a second round of participants to apply in January. If you are unsuccessful this time it’s not personal it’s just a numbers game; we will aim to secure a future slot for you.

Networking from the get-go

As the latest data from the Office for National Statistics (ONS) demonstrates, Covid-19 – and the government’s response to it – has impacted every sector, including the communications industry. The pandemic has brought new challenges to light, such as re-shaping ways of working and re-prioritising the skills required of effective consultants. But one thing that hasn’t altered, rather is being reinforced – by what is becoming an increasingly multifaceted profession, is the real significance of networking.

Admittedly, I am in the early stages of my career. However, even during this period of working within lobbying and communications, I have discovered and experienced first-hand how networking can positively impact you both professionally and personally.

In the broadest sense, networking is about people and relationships. Don’t just take my word for it, check out Lionel Zetter’s blog. In practice, this means identifying opportunities – such as events organised by Tories in Comms – to connect with people who share similar and different viewpoints (and politics), and life stories to your own. Hopefully, if the feeling is shared, you’ll develop a fruitful relationship that is mutually beneficial over many years.

The rise in cross-departmental cooperation, inter-organisational collaboration and connected working practices have demonstrated the importance of being “tapped-in” to a variety of people. Be that across government departments, a breadth of officials and journalists, and among peers with different skillsets who work across multiple sectors.

Government and businesses alike are turning to problem solvers, critical thinkers and creative employees to help weather this turbulent period. If you can establish yourself as someone who has a diverse network and range of connections, then you’re likely to be one of these people, and if you’re not, then at the very least you’re likely to know the person who is.

I’ve drawn together six tips that I’d recommend as you start networking:

  1. Identify those networking opportunities. For example, the Chartered Institute of Public Relations (CIPR) and their various national, regional and special interest groups; the Public Relations and Communications Association (PRCA) and their national, regional and sectoral groups; the Conservative Party and affiliate groups (and annual party conference), and of course – Conservatives in Communications! Sign-up and get stuck in. Several of these events are even taking place online throughout the lockdown.
  1. Figure out the purpose of attending an event. Are you going in a professional or personal capacity, or perhaps both? Are you hoping to learn something or generate new business leads, or again both?
  1. Go prepared. Look the part and, if you can, take business cards. Bring a friend or colleague or try to know at least one other person going (sometimes organisations make lists available). Ask to be introduced.
  1. Be engaged. Be kind and curious, ask questions and reach out to people you find interesting or have a shared interest with. People like to talk about the things they’re passionate about, so give them the opportunity to and they’ll likely oblige. 
  1. Every person does matter – from the chairman to the janitor. The people you meet and the peers you have during every stage of your career will end up in all sorts of places within the industry.
  1. Follow-up. Add the people you meet on LinkedIn and drop them a personal note the following day while it’s all fresh. You can simply say thank you for the introduction or think of arranging another conversation in the future.

I have been tasked with bolstering the network’s offer for young people, while diversifying the pool of industry people involved. As I’ve set out above, the value of networking cannot be overstated. I’m determined to make Young Conservatives in Communications the organisation that provides you with the opportunity to nurture a diverse and resilient network that will support you throughout your career.

How we’ll support female Tories in Comms

Once again, thank you for your continued support and to those who participated in the CiC Census 2020. The anonoymised and aggregated data is a helpful guide for everyone concerned.

As a reminder, we invited all supporters to weigh in and we received a strong response. In particular, we polled gender (25% of respondents are female) and invited everyone to suggest how we should get more women involved. We received plenty of comments (125 in total!), including some constructive feedback and ideas. We read each and every one.

Responsibilities

Before we get underway, let’s remind ourselves about our group: Tories in Comms is an independent, voluntary and informal industry network for conservatives who work in our sector. While we have a role to play and take our responsibilities seriously, there are others who must take the lead.

For example, while it’s great that just over half of all MPs elected in 2019 were Conservative (365 of 650), it’s also disappointing that – just like our base – only one quarter of them are women (87 of 365). The Party must do more to improve this, and outfits such as the Conservative Women’s Organisation and Women2Win continue to play an important role.

Women are under-represented as senior leaders within the worlds of PR and PA. Other groups, such as Women in PA and Women in PR agree, and they too continue to make a difference; though businesses must do even more.

In a similar vein, the Party, businesses and network must do more to ensure the membership, workforce and base are ethnically diverse.

Let’s look at how we can improve things.

Us and you

Our core team is 50% female, including our chair and two directors. Laura is our women’s lead while Finley Morris is our lead on young people, including, yes, young women. Men have a role to play in encouraging gender parity.

We will continue to advertise all volunteer positions in our newsletter as well as on our website and social media.

Partners

There are several organisations doing an excellent job to encourage female participation. We don’t want to duplicate efforts, rather promote each other’s respective work.

Today, we’ve agreed to work closely with Women2Win and Women in PA, and we look forward to working together on future events and content. You will find them highlighted on our website.

Events

Historically, our group was 100% focused on networking and there was a preference for after-work drink receptions. For the past 12 months, we’ve continued down that path with events on Wednesdays, 6-8pm. However, we recognise that format doesn’t suit everybody, especially women with children and/or those based outside London, and therefore we commit to hosting breakfast and lunch events. We will also look to vary our guest speakers and topics and virtual events. Where we can meet in-person, name tags will also be provided, and we’ll do whatever we can to make all our events welcoming and inclusive. While our Summer Reception has been cancelled and Conservative Party Conference is unlikely to go ahead as planned, we’ll do our very best to host face-to-face events soon.

Speakers

Our commitment to female involvement has been there from the get-go. All three of our most recent events since our relaunch featured women: Lord Black hosted a Q&A with Katie, Kulveer Ranger hosted a Q&A with the Home Secretary Priti Patel MP and Katie chaired a panel on the 2019 election. We will continue to invite high profile women, including our parliamentary patrons like Baroness McIntosh as well as MPs Esther McVey, Joy Morrissey, Nickie Aiken, Siobhan Baillie and Theo Clarke, and we commit to having at least one female speaker at every CiC event.

Content

All supporters are invited to submit content for our newsletter, and to be promoted on our website and social media, and we really encourage you to do so especially if you have something to add on this issue.

Mentoring and profiling

Almost three quarters of survey respondents are interested in becoming a mentor while two thirds are looking for a mentor. Throughout 2020, we will profile our female supporters. Watch this space for details of both of these ideas.

Promotion

We don’t assume people know about Tories in Comms, so we’ll continue to promote the group, by partnering with organisations and leveraging social media.

We also encourage every supporter to invite one female friend or colleague to sign-up to the network and attend an event.

OUR 12-POINT PLAN

  3. We will host both breakfast and lunch events
  4. We will vary up both speakers and topics
  5. We will use nametags at events going forward

Our commitment is real, but we cannot do this on our own, so whether it’s encouraging your female friends and colleagues to join us or writing a piece for our e-newsletter, please do get involved. A final note to all our male supporters – thank you for everything you do which helps us progress and succeed. We’re fully aware that most of our career progression has been through decisions made by men and while we want to see more females in these leadership roles, we’re thankful for that support from our male colleagues over the years.

Tories in Comms marks first anniversary since relaunch

Invites supporters to complete inaugural survey, including reaction to Covid-19 strategy

Conservatives in Communications (CiC), the independent and informal industry network for professionals, marks one year since the group was relaunched.

The network now boasts almost 400 supporters from a variety of backgrounds. Iain Anderson and Kulveer Ranger are among those providing business expertise as industry patrons, while circa 20 peers and MPs – largely from the 2010, 2015 and 2019 intakes – form a new tier of parliamentary patrons who represent a number of different interests.

Katie Perrior, chair of iNHouse Communications and a former Director of Communications at No.10, remains as figurehead of the group. The network has organised a number of events in Westminster and off Fleet Street, including a Q&A with the Home Secretary Priti Patel MP and a panel discussion about lessons learned from the general election campaign, featuring Sir Robbie Gibb, Professor Matthew Goodwin and Paul Goodman of ConservativeHome.com. BECG, Ellwood Atfield and Kekst CNC sponsored them.

In addition, the group has an active industry blog and circulates regular e-newsletters; the latest of which encourages supporters to participate in its inaugural survey: Conservatives in Communications (CiC) Census 2020. The census is being billed as a “once-a-year opportunity to provide feedback, so we can better serve you and add more value going forward.”

The survey comes at a critical time for the industry as professionals get to grip with Covid-19. It includes questions about the government’s communications strategy, current and future slogans, highly rated Cabinet ministers, future televised press briefings, trustworthiness of the media, flexible working and work from home (WFH) schemes, and an optimism tracker.
